The Requirement to Obtain an Origin Certification Letter for the Export of Certain Goods to the U.S. Market

Referring to the Inter-Ministerial Prakas No.379 dated 30 April 2025 on Prevention Measures of Origin Frauds for the Export of Certain Goods to the United States and Prakas of Ministry of Commerce (MoC) No.047 dated 30 April 2025 on The Procedures for Applying and Issuing Origin Certification Letter for the Export of Certain Goods to the United States, all manufacturers and/or exporters of certain goods are required to obtain Origin Certification Letter (OCL) from MoC. The procedure for obtaining OCL is outlined in the Prakas of MoC No.047. There is no public service fee for OCL application. OCL shall be attached as one of the required documents for fulfilling Customs Procedures for Exports. However, we would like to advise all members that only certain goods, as in Annex I of MoC Prakas No.047 are subject to this new regulation. Precisely for the GFT industries, product items that require OCL prior to exports are the following:
1) Travel goods and bags in Chapter 42 of the Customs Harmonized System Codes,
2) Embroidery under HS Code 581092, Fabrics under HS Code 590190, Textile products under HS Code 591190, and Fabrics made of wool and animal hair under HS Code 600621, and
3) Cotton knitted or crocheted sweaters, pullovers, cardigans, and similar items under HS code 611020. All relevant official documents can be obtained from the link
