First Time Export Goods in Cambodia

 If you are a first-time exporter, how should you start?

Step: 1

Register Your Business

All exporters are required to register their business with the Department of Business Registration, Directorate General of            Trade Support Services, Ministry of Commerce. All exporters can submit their application online via:

www.registrationservices.gov.kh

  1. Visit www.registrationservices.gov.kh and click on “Register Your Business”.
  2. Create an account on CamDigiKey. Skip it if you have one.
  3. Login with CamDigiKey App.
  4. Fill in required information and upload required documents.
  5. Pay for the service using available online payment methods.
  6. Obtain decision in 8 working days maximum. You may be asked for additional documents.
  7. If approved, download and print 5 digital licenses/certificate and patent tax.

Step: 2

Register for Exporting Under Preferences

All exporters are required to manually register for exporting under preferences including FTA, GSP, and MFN Frameworks with   the Department of Export Import, Directorate General of Trade Support Services, Ministry of Commerce.

For Qualified Investment Project (QIP) – The following documents are required: 

  1. Application Form
  2. Council for the Development of Cambodia Registration Certificate (Certified Copy)
  3. Feasibility Study of Garment Factory (Copy with Company’s Stamp)
  4. MOC’s Certificate of Incorporation and Extract Company
  5. Statue of Company – Copy with Company’s Stamp
  6. MISTI’s Declaration of Establish Factory and Factory’s Plan
  7. Leasing Contract
  8. ILO Better Factory Cambodia Certificate
  9. Patent (Recent Year) and VAT Certificate
  10. Passport (for foreigner) and ID (for Cambodian) of Shareholder with 4×6 Photo = 2pcs
  11. Photo of Factory (2pc), Photo of Production (4pc), Photo of Sample Products (2pc)
  12. Officials of the Department of Export Import will conduct on-site verification to your Factory/Company after the above      documents were summited. 

For Non-QIP – The following documents are required:

  1. Application Form
  2. MOC’s Certificate of Incorporation and Extract Company
  3. Statue of Company – Copy with Company’s Stamp
  4. MISTI’s Declaration of Establish Factory and Factory’s Plan
  5. Leasing Contract
  6. ILO Better Factory Cambodia Certificate
  7. Patent (Recent Year) and VAT Certificate
  8. Passport (for foreigner) and ID (for Cambodian) of Shareholder with 4×6 Photo = 2pcs
  9. Photo of Factory (2pc), Photo of Production (4pc), Photo of Sample Products (2pc)
  10. Officials of the Department of Export Import will conduct on-site verification to your Factory/Company after the above     documents were summited. 

Once approved, you will get the GSP/MFN Certificate for exporting under preference with one year validity and need to renew    every year. The entire process takes 5-7 days maximum. 

Step: 3

Register Account for Using the Certificate of Origin (C/O) Automation System

After registering for exporting under preferences and receiving GSP/MFN Certificate, all exporters must register for an account to use the C/O Automation system in order to apply for the C/O via co.moc.gov.kh.  

The following documents are required: 

  1. Application Form  
  2. MOC’s Certificate of Incorporation and Extract Company (Scan Original)
  3. GSP/MFN Certificate
  4. Item List & Cost Breakdown
  5. Authorize letter from Company with Passport (for foreigner) and ID (for Cambodian) (Scan Original)
  6. Patent (Recent Year), VAT Certificate, and Statue of Company (Scan Original)
  7. TAFTAC & ILO Certificate (for Garment, Textile and Traveling Goods) 

Fees (Online Payment) for New Register = 400,000 Riels and Annual Renew Fees = 200,000 Riels. The entire process takes 16     hours/working days maximum.

Step: 4

Apply for Export License (if required)

If your intended export products are listed as the restricted products, you are required to apply for export license before apply for the C/O. Please check your product in the Sub-Degrees No.370 ANKr. BK (28 December 2023) on the Enforcement of the List of Prohibited and Restricted Goods

If your intended export products are not listed as the restricted products, please skip this step and proceed to next Step 5.        Apply for SPS Certificate (if applicable) or directly to Step 6. Apply for C/O (if SPS Certificate is not applicable). 

Within the List of Prohibited and Restricted Goods under the above Sub-Degrees, there 168 HS Code under the Ministry of          Commerce. 

The license for export/import of Forest Products shall be issued by the Ministry of Commerce, after the issuance of a Visa by   the Head of Forestry Administration. This license shall be extended by the Ministry of Commerce. 

Application and Issuing Process all conducted through the National Single Window via https://live.nsw.gov.kh

Documents required for Export License: 

  1. Permit Letter from the Cabinet of Ministers
  2. Letter requesting for Export License by Ministry of Agriculture, Forestry and Fisheries/or other.
  3. Application Form for Export License by company
  4. Sale Contract
  5. Receipt of Payment/Online 

Export License is valid for 2 months and can be extended twice only, for the first extension (45 days), and for the second              extension (30 days). Export License and Extension Fees: 400,000 Riels for Non-Processed Wood and 800,000 for Processed     Wood. The Export License shall be granted with 16 hours/working day if all required documents are approved.

Step: 5

Apply for Sanitary and Phytosanitary (SPS) Certificate (if required)

The importing country may require SPS Certificate for agricultural products to guarantee the food safety and protection of       human, animal or plant life or health from risks. 

The Goods subject to the phytosanitary check are as follows: 

  1. Plant, piece of plant, forestry products and processed products
  2. Plants that can be a shelter and/or allow entry of disease-carrying organisms or disease-causing organisms
  3. Packing materials such as wooden case, piece of wood or all type of transportation method and warehouse
  4. Soil or soil attached to roots of plant or piece of plant
  5. Disease-carrying organisms or disease-causing organisms or live/or dead body
  6. Non-plant product that can be shelter and/or allow entry of disease-carrying organisms or disease-causing organisms 

If SPS Certificate is not applicable for your intended export products, please proceed to next Step 6. Apply for C/O. 

The competent authority for SPS Certificate is the Ministry of Agriculture, Forestry and Fisheries. 

Application and Issuing Process all conducted through the National Single Window via https://live.nsw.gov.kh. The following       documents are required: 

  1. Result of Phytosanitary of requested product
  2. Packing List
  3. Commercial Invoice
  4. Patent License
  5. VAT Certificate
  6. Treatment Certificate (if required by importing country)
  7. Phytosanitary Criteria of the importing country
  8. SPS Certificate issued by competent authority of the origin country (in case for re-export goods)

Step: 6

Apply for C/O

All exporters must apply for C/O via the online C/O Automation System via https://co.mov.gov.kh/ 

All C/O fees are also paid online in which amount of such stated in the Ministerial Prakas between the Ministry of Commerce     and the Ministry of Economy and Finance

For requesting C/O, all exporters must submit the following required documents:  

  1. Invoice
  2. Packing List
  3. Report of their Production Capacity by the official of the Department of Export Import. 

The Process may take 16 hours after the application summitted and all documents are verified.

After 30 days of exporting their commodity, all exporters are obliged to sumit the following documents to the Department of   Export Import:

  1. Invoice
  2. Packing List
  3. Bill of Lading
  4. Custom Declaration

Step: 7

Custom Clearance

Exported goods are to be reported at a custom office (General Department of Customs and Excise of Cambodia, Ministry of
Economy and Finance) or a place designated by the Customs.  

Exported Goods either obliged to export duty or exempted from duty are subject to Customs Declaration.  

The necessary attached documents are: 

  1. Invoice and Packing List
  2. Bill of Lading/ Airway Bill, Trucking bill of lading
  3. Permit issued by the customs (except the exportation by Qualified Investment Project or rice exportation)
  4. Permit or certificate or license from other governmental authorities (if required)
