The Ministry of Commerce would like to inform all producers and exporters that, to further enhance trade facilitation through the modernization of serving public services via electronic systems to ensure transparency, prevent origin fraud, and comply with the requirements of rules of origin under preferential trade schemes and non-preferential trade schemes, the Ministry has introduced the issuance of e-Certificate of Origin through the CO Automation System via co.moc.gov.kh. The implementation of the e-Certificate of Origin shall be carried out with the following 5 Prakas (Ministerial Regulation), as stipulated in the Law on Rules of Origin:
- Prakas on Procedures for Applying and Issuing Certificates of Origin
- Prakas on Form and Minimum Information Requirements for Certificates of Origin for Exported Goods under Non-Preferential Trade Schemes
- Prakas on Procedures for Authenticating Electronic Certificates of Origin
- Prakas on Procedures for the Investigation of the Origin of Exported Goods Prakas on Formalities and Procedures for Imposing Administrative Sanctions for Offences related to Origin of Goods
In addition, the Ministry has 1. launched the Cambodia FTA Portal in December 2025, which provide functions for comparing tariff rates, rules of origin and other supporting documents, enabling producers and exporters to identify the most beneficial Free Trade Agreement for exporting goods to country of destination via ftaportal.moc.gov.kh and 2. translated the Law on Rules of Origin into English, Chinese, Japanese, and Korean, and the five above-mentioned Prakas (Ministerial Regulation) into English, for domestic and international producers and exporters operating business in Cambodia to enhance understanding of the applicable laws, formalities and procedures. - Download link: https://drive.google.com/drive/folders/1u6Id2hzqQ7IVYl8oCEIyIirgE_rfs27X
