LIST OF PROHIBITED AND RESTRICTED GOODS on Ankret No. 370

Prohibited and restricted goods refer to goods that are banned or are subject to fulfill import, export, or international transit through Cambodia due to the following reasons:

  • Protection of national security
  • Protection of public order, ethical, or moral value
  • Protection of humans, animals, or botanical health or welfare
  • Protection of national heritage of artistic, historic or anthropological value
  • Conservation of natural resources
  • Stipulation in existing laws and regulations
  • Requirement in United Nations Conventions

Article 8 of the Laws of Customs enables the Royal Government of Cambodia to issue an Anukret determining goods to be considered prohibited or restricted.

In accordance with the abovementioned reasons, the Royal Government of Cambodia issued and has subsequently amended the Anukret on the Promulgation of the List of Prohibited and Restricted Goods. This list defined the tariff lines and competent government authorities who issue Permit or similar document for the export or import of such goods. The amendments have been done in order to increase effectiveness of the management of risks that could harm the well-being of human, animals, and the environment. Factors taken into account are development of socio-economy, emergence of new items and disappearance of certain items, necessity for trade facilitation, and the government policies etc. As of 2024, this Anukret has been amended thrice:

  • The Anukret 209 dated 31st December 2007
  • The Anukret 17 dated 26th February 2020
  • The Anukret 370 dated 28th December 2023 consisting of 05 main annexes:
    • Annex 1 – List of Prohibited Goods: Goods that are prohibited from exportation, importation or international transit through Cambodia’s territory unless permitted by the Royal Government of Cambodia.
    • Annex 2 – List of Restricted Goods: Goods that are required to have export or import permit or similar document issued by competent government ministries/agencies prior to the exportation or importation.
    • Annex 3 – List of Goods to be accompanied with export certificate: Goods that are not required to obtain prior import permit in the case of importation in Cambodia, but they are required to obtain export certificate or similar document issued by competent authority in the exporting country.
    • Annex 4 – List of Goods Restricted for International Transit: Goods that are required to obtain prior transit permit from competent government ministries/agencies.
    • Annex 5 – Explanatory Note which provides explanation on how the list could be read, definition of certain keywords, and some other additional notes on goods that could not be technically classified based on the AHTN, yet are also subject to restriction or prohibition, and such.
