Workshop on Standard Operating Procedures for Implementing Preventive and Suppressive Measures Against Goods-Origin Fraud in Exports to the United States

(Phnom Penh): On the morning of Monday, 22 December 2025, at the Customs National School of the General Department of Customs and Excise of Cambodia, His Excellency HO Sivyong, Delegate of the Royal Government of Cambodia in Charge as Director General of the General Directorate of Trade Support Services of the Ministry of Commerce, attended as a Panelist in the Dissemination Workshop on “Standard Operating Procedures for Implementing Preventive and Suppressive Measures Against Goods-Origin Fraud in Exports to the United States,” presided over by His Excellency KUN Nhem, Minister Attach to the Prime Minister and Director General of the General Department of Customs and Excise of Cambodia.

The Dissemination Workshop was attended by Neak Oknha and the President of the Cambodia Chamber of Commerce, the Secretary General of the Cambodian Investment Board of CDC, the Personal Adviser to the Prime Minister, the President of the American Chamber of Commerce in Cambodia, together with leaders and officials from various ministries, institutions, and relevant private sector stakeholders.

The Dissemination Workshop on “Standard Operating Procedures for Implementing Preventive and Suppressive Measures Against Goods-Origin Fraud in Exports to the United States” was organized with the objective of preventing and suppressing Goods-Origin fraud in exports to the United States under Qualified Investment Projects (QIP) by strengthening procedures for registering investment projects, reviewing and approving master lists, verifying compliance with rules of origin, and issuing Origin Certificate Letters (OCL), as well as providing an opportunity for policymakers and the private sector to discuss topics that are important to maintaining, strengthening, and expanding trade and investment with the United States, as well as addressing challenges faced by the private sector.
