(Phnom Penh): Prime Minister Hun Sen has issued a sub-decree on implementing 0% tariff rate on US goods.
The sub-decree on August 8, states that it has been decided to implement a 0% tariff rate on goods originating in the United States and imported into the Kingdom of Cambodia from the United States.
The 0% tariff rate as stated in Article 1 above does not apply to used goods.
The procedure for implementing the tariff rate on goods imported from the United States shall be determined by a proclamation of the Ministry of Economy and Finance.
- Goods eligible for 0% tariff rate are goods manufactured in the United States and imported into the Kingdom of Cambodia from the United States. However, used goods are not within the scope of the 0% tariff rate, and the General Department of Customs and Excise of Cambodia will define the definition of used goods.
- Vehicles manufactured in the United States and imported from the United States that can receive a 0% tariff rate refer to vehicles that have been used for no more than 5,000 kilometers and have a model year no more than 1 year before the current year.
- Goods that can receive a 0% tariff rate are goods imported into the Kingdom of Cambodia that have been loaded onto a means of transport in the United States from August 8, 2025 onwards.
- The implementation of the 0% tariff rate does not require a certificate of origin from the United States, but only requires importers to declare the origin of the goods in accordance with the form and procedures specified by the General Department of Customs and Excise of Cambodia.
- The General Department of Customs and Excise of Cambodia will publish instructions on detailed procedures to comply with the contents of the sub-decree and proclamation of the Ministry of Economy and Finance as above on August 11, 2025.
