The Official Launch of the Business Registration System on Information Technology Platform Phase 2

Digital technology has become an integral part of our daily life and has offered new opportunities in leveraging the national economic growth by bringing in businesses, increasing efficiency and productivity, and promoting economic competitiveness. Under the attentive supervision of Samdech Akka Moha Sena Padei Techo HUN Sen, Prime Minister of the Kingdom of Cambodia, the Business Registration System on Information Technology Platform (OBR) Phase 1 was officially launched on June 15, 2020 with the aim of easing the business registration process through time and fees reduction, and shifting to online, packaged registration procedure with the Ministry of Commerce, the General
Department of Taxation, and the Ministry of Labour and Vocational Training. Additionally, companies can be registered as a Qualified Investment Project online, with the Council for the Development of Cambodia. In this Phase 1 too, the Ministry of Interior also participated in sharing individual’s data.

To enhance the quality of user experience and to expand the scope, the OBR Phase 2 was officially launched on September 1, 2021 at 9am, presiding over by His Excellency Dr. AUN Pornmoniroth, Deputy Prime Minister, Minister of Economy and Finance. Due to the Covid-19 pandemic, the event was virtually lived on the “Ministry of Economy and Finance” Facebook page. Collaborated with the Ministry of Industry, Science, Technology and Innovation, the Ministry of Tourism, the Ministry of Posts and
Telecommunications and the Non-Banking Financial Services Authority, through the OBR Phase 2, users can apply for: (1) Prakas to Establish Small and Medium Enterprise, (2) Tour Operator and Travel Agent Tourism License, (3) Hotel and Accommodation Service Tourism License, (4) Restaurant Tourism License, (5) License/Certificate/Permit to Operate in ICT Sector, (6) License/Certificate/Permit to Operate in Post Sector, (7) Pawn Business License, and (8) Transfer-of-Title Business License.

Similar to the OBR Phase 1, users can now apply for specialized licenses online. To be able to apply, users need to visit www.registrationservices.gov.kh or the websites of the relevant ministries/institutions, login by using the CamDigiKey mobile application, pay online, and obtain a legally-valid, digital license/certificate/permit/Prakas. Users who have registered their business after June 15, 2020 through the OBR Phase I portal (also known as Single Portal), are not required to fill information that they used to fill on the Single Portal. Once input the Single ID of the company or enterprise obtained from the Single Portal, information will be automatically filled out on the Phase 2 application.

The spontaneous data exchange between OBR Phase | and Phase 2 is made possible by the data exchange between relevant ministries/institutions on the Cambodia Data Exchange Platform (CamDX). This does not only foster better user experience in filling out the application form but also stands as the positive feature that allows relevant ministries/institutions to reduce the review period and to ensure data consistency across relevant ministries/institutions. This is a crucial course of action taken by the Royal Government of Cambodia, in realizing the vision of building a vibrant digital society and economy by using technology as a core of the implementation.

The official launch of Online Business Registration Phase 2 would not be possible without the attentive orientation and supervision of His Excellency Dr. AUN Pornmoniroth, Deputy Prime Minister, Minister of Economy and Finance and the collective efforts of the inter-ministerial working group and the vigorous participation of the participating ministries, namely the Ministry of Industry, Science, Technology and
Innovation, the Ministry of Tourism, the Ministry of Post and Telecommunications and the Real Estate Business and Pawnshop Regulator of the Non-Bank Financial Services Authority. For the next step, the working group will continue to work with other relevant ministries/institutions to further expand the scope of the OBR platform to later phases by enabling users to apply for other specialized licenses in the near future.
